institutions named amounts to approximately 8 million dollars, and this figure takes no cognisance of the sum which would have to be provided in order to enable the health and investigational projects to be financed, which will involve expenditure in the neighbourhood of 50 million dollars.
We are firmly of the opinion that the ravages of war entitle Hong Kong to consideration for a rehabilitation loan, with- out interest, from the United Kingdom Treasury for a period of twenty to twenty-five years and of a magnitude not vastly differ- ent from the gift made to Malta.
Recurrent oharges are difficult to assess in view of the upward trend of salaries and have been worked out, in the case of hospitals and similar institutions, on the basis of present day consolidated salaries and allowances plus 50 per centum.
CONCLUSION.
We are very conscious of the many lacunae in this report, and we take the opportunity of expressing regret in advance that the heavy burden of departmental duties of Government officers and the pressure of work on our non-official colleagues adds to the difficulty of submitting a fully documented report. Suffice to say, that it is our fervent hope that the report may serve as a guide to what we sincerely believe to be the medical and health requirements which will have to be met if Hong Kong is to earn the right to its claim to be the "Jewel of the Pacifio".
